2012 was a transition year from the old to the current promotion system
The current promotion system does not have
- Performance levels
- Promotion points
- Rucksacks.
In order to preserve the right for promotion to those colleagues who accumulated considerable seniority in the old system, as expressed in numbers accumulated in their rucksacks by the end of 2011, and who came close to their grade’s threshold in 2011, in 2012 there were quotas for ‘automatic’ transition promotions’ for those:
- Who were 5 or less points away from the 2011 thresholds
- Who were 6 points away from the 2011 thresholds, and had an average of at least
6 points over three years.
However, in exceptional circumstances (such as serious underperformance) and duly justified, a DG could have decided not to promote someone to whom these transitional rules would normally apply. Such a step had to be duly justified before the Promotion Committees.
