3 YEARS OF COMMON ACTIONS

AND A PROGRAMME IN 7 ESSENTIAL POINTS

 

OUR REPORT

For us reporting on our actions in relation to the commitments made at the beginning of the term is the first form of showing respect for the staff.

In our video “3 years in 3 minutes”, we have presented the results of 3 years of joint actions, 3 years of intense collaboration between YOU and R&D, 3 years of shared values… (see video)

It is thanks to this cooperation within the Commission and other institutions, R&D has become the first Union of the European civil service!

 

1. ETHICS & INTEGRITY

R&D was the first union and sometimes THE ONLY ONE to defend the ethics and integrity of our civil service when the Barroso-Kroes and “parachuting” scandals made headlines in the international press (see Barroso-Kroes and “parachuting” cases).

R&D was the first union which strongly opposed the abusive attempt to use Article 42c for the purpose of forced retirement of colleagues and which successfully brought the case before the court (see dossier ).

R&D was the first union to denounce the Junior Professionals Program, the new “first class” recruitment process of DG HR. Together with our Alliance’s partners, R&D was also the first one to propose a complaint template, which was later used by a large number of colleagues. Together with our lawyers we will ensure an appropriate follow-up of the complaints (see dossier ).

R&D was the first union to ask the Commission to deny that there is any political will to dismantle the Legal Service, a real pride of our institution (see leaflet 26 March 2018). It was also the first one to oppose the outsourcing project for DGT which must remain at the heart of the defence of multilingualism (see leaflet 12 & 20 June 2018).

 

2. TALENT MANAGEMENT

R&D is the Union that puts solidarity at the heart of all its efforts and brings all staff together, in its diversity and its richness, by proposing solutions for each category of us found in close collaboration with the colleagues concerned (see video of our programme).

 

3. WELL-BEING

R&D is leading initiatives in this area. R&D is the only union which published a thorough analysis of the psychosocial risks at the Commission and which has proposed an action plan. Some of these recommendations have been implemented by the Commission (see dossier).

R&D has been intervening at your request (see video of our programme), to:

Þ Ensure a work/life balance for all colleagues

Þ Ensure education of pupils in the European Schools and childcare in nurseries

Þ Promote care of adult relatives

Þ Implement a policy for people with disabilities

4. HEALTH

Following your numerous complaints, R&D is the only union to have launched a survey on the quality of the services rendered by the PMO in the field of JSIS (please see dossier)

3,200 of you have responded to it! Thanks to this participation, we were able to:

1. Consolidate the rules for reimbursement

2. Guarantee the balance of the system

3. Improve the preventive medicine

And this is not all, our collaboration made it possible to challenge the Commission on the air quality in Brussels (see dossier).

5. REAL ESTATE POLiCY

R&D has listened to your requests in regard of Real estate policy. R&D has strongly opposed the widespread implementation of open space in the services and it launched surveys at PMO and DG NEAR ( see dossier).

Together we were able to stop such projects at DG TAXUD, DG NEAR and JRC.

We remain vigilant as other projects of open space are in progress … (see video of our programme)

We have also read all your comments made in the Staff Survey 2016. We have heard your requests regarding ergonomics and we propose solutions which meet your expectations (see video of our programme).

 

6. SERVICES

Throughout these three years R&D has always been at your service through:

1. Training courses for competitions and EPSO CAST, also available in our preparation manual: almost 4,000 of you have benefitted from it, and always for free! We have not asked a single euro! For R&D, meeting the expectations and hopes of our vulnerable colleagues will never be a business!

2. Legal assistance: 1,200 of you have benefited from the advice of our specialized lawyers.

3. Legal conferences on well-being, European Union, etc.: thousands of you have participated.

7. SOLIDARITY

Solidarity is the founding principle of R&D and you are the main actors in all our solidarity actions.

Your generosity is the most beautiful proof that this European founding value resides in all of our hearts. 4,000 THANKS for the first solidarity sale to support the victims of the earthquakes in Italy, 6,500 THANKS for the second solidarity sale, and thank you very much for your enthusiasm demonstrated during the distribution of honeypots to support a disadvantaged region in Bulgaria.

And THANK YOU again for your participation in all the other initiatives we have organized.

We have heard your call to organize other actions and solidarity sales and we will begin to work on this immediately.

Together we have built this common strength, together we will continue to build it, and together we will go to vote!

 

Since a quorum has not been reached (only 43.90% instead of 66,67%) it has been decided,

in accordance with the Electoral Rules, to extend the electoral period by 10 working days,
