Since the beginning of the negotiations, in order to ensure effective representation of the specific interests and expectations of CA colleagues (from DGs, Offices, Delegations, Representations and Executive Agencies), the ALLIANCE, the most representative union group within the Commission considered that it was essential to:
* ENSURE THE UNITED ACTION OF TRADE UNIONS, the only players in the negotiation, avoiding any corporatist and dispersed approach;
* PRESENT CLEAR, SPECIFIC AND CREDIBLE DEMANDS drawn up in close consultation with concerned colleagues and which should be defended without compromise during the negotiations with DG HR.
To this end, the Alliance did not only denounced the unacceptable limits of the Commission’s proposal, but also have, as a first step, drawn up a detailed package of demands (see Annex 1).
Subsequently, we have made every effort to ensure that the negotiations take place in Common Front with all other unions.
It was then possible to request the political concertation with the Vice-President Georgieva in Common Front with all other unions (see Note + annexe).
* DIRECT INVOLVEMENT OF CA COLLEAGUES IN NEGOTIATION
To this end, in collaboration with the most experienced negotiators, our ALLIANCE CA colleagues were at the head of our negotiating team, which allowed ALLIANCE to target the common interests as well as the specificities of the different CA categories and specificities according their location.
* FACTA NON VERBA: TO COMMIT, ON THE BASIS OF OFFICIAL DOCUMENTS, TO REPORT TO YOU ON OUR ACTION AND TO GET YOUR OPINION ON THE RESULTS OBTAINED AT EACH STAGE OF THE NEGOTIATION
Having finally obtained from DG HR the formal conclusions of the political consultation of 21 November (see Annex 2) and, being asked to take a position on these texts before …, the Alliance invites you to participate in the meeting referred to above.
